L&T wishes to act as a turnkey contractor and would like to work jointly with leading grain milling plants/operators to set up production facilities for its clients (grain processors) all over India. L&T is open to discuss the JV relationship with interested U.S. companies. Background: No licensing is required for flour milling. This sector has the presence of both the organized and organized sectors. The organized sector comprises 800 roller flour mills which are involved into commercial tons. The unorganized sector consists of over 26,000 flour mills with a capacity estimated at 40 million tons. The output consist of white flour (maida), semolina(rava)/suji), whole meal flour (atta) and bran. About 80 per cent of household sector for the preparation of various types of Indian bread and other dishes. The balance 20 per cent is consumed by the bakery and confectionery segments. The most promising of these with significant potential is the whole flour, semolina and white flour generally sold loose or under local brand names. A small quantity is packaged and sold under nationally recognized brands such as Captain Cook, Annapurna and Greefields. The increasing trend towards consumerism offers good potential for branded, premium and value added products such as vitaminized flour. L&T is focussing on large milling operations for flour, rice, pulses and other coarse grain products. L&T would like to form strategic alliances with local grain suppliers for transportation, state of art cleaning and storage (silos) facilities to set up JVs with U.S. milling and packaging firms to produce well packed and branded products. Product/market potential: India is the second largest producer of rice and the fourth largest producer of wheat in the World. There is considerable scope for the modernization of production technologies. The changing food consumption patterns, increased spending on value-added food products, increase in income levels and changing lifestyles is giving impetus to mass scale grain milling opportunities. Rapid urbanization and improved lifestyles have resulted in an increased demand for the packaged and branded products. The hospitality sector is the bulk consumer followed by households who are increasingly buying the packaged flour and other products. B.
