DETAILED PRODUCT DESCRIPTION: Supply and installation of hardware, software and related services for the implementation of the intelligent call center for the Labor Department. B. PRODUCT SPECIFICATIONS/TECHNICAL DATA: Tenders are invited for the supply, delivery, and installation of hardware, software and systems necessary for the commissioning, training and maintenance of the Intelligent Call Center (ICC) for the Labor Department and provision of necessary services. The key feature of the ICC is the integration of computer and telephone technology to facilitate the provision of a more effective and efficient telephone inquiry service. Calls will be provision for the operator to intervene at the request of the caller. Using this approach, the Labor Department will be able to deliver better service to members of the public by: (a) giving call center operators better equipment and ready access to database information to facilitate accurate responses to inquiries; (b) providing real time supervision and performance monitoring to the operators; (c) improving the call queuing system, and (d) extracting reliable information for resource planning and management. Tenderers are encouraged to provide technical solutions similar to those that have been implemented successfully. All hardware and software supplied shall have the capability to be upgraded/enhanced to meet the changing needs of the ICC in the future as call volumes increase and new services are developed. In particular, the ICC may continue to expand in terms of the number of operators and the number of other staff who have access to the systems used by the ICC for customer service purposes. DETAILED PRODUCT DESCRIPTION: Supply and installation of a messaging backbone system for B. PRODUCT SPECIFICATIONS/TECHNICAL DATA: Tenderers are invited to recommend a computer system configuration for installation and commissioning of the messaging backbone system. Tenderers should also supply custom programs and other software to meet the functional requirements of the messaging backbone system. The selected hardware and software will be used to implement the Messaging Backbone System in the Government Communication Network for the Government of the Hong Kong Special Administrative Region. The Government Office Automation (GOA) Program, which provides basic OA facilities to offices of the Government, have already been rolled out to all 22 Secretariat Bureaus/Offices and 22 government departments. Rollout to the rest of government will continue and is targeted for completion by the end of year 2000. In view of the different e-mail systems already installed in some departments and the need to communicate with external organizations, the requirement for setting up a messaging backbone in the Government, based on open standards, has been identified. It is expected that the messaging backbone should be able to serve 70,000 or more officers at about 100 different locations. The proposed messaging backbone system shall be able to: (a) allow e-mail exchanges among different e-mail systems within the Government; (b) allow e-mail exchanges with the public; (c) permit central monitoring of the messaging network; (d) provide system information for accounting and charging purposes; and (e) provide other messaging-related services. The proposed messaging backbone system should provide a messaging infrastructure for the Government and support a user base with initially 10,000 users and up to 70,000 users or more in future. The system design architecture, including the topology, hardware, software, should be scaleable to support system growth and meet increased messaging requirements (e.g. increased number of users and entries).
